MISREPRESENTATION
Good morning Senators of the 32nd Legislature:
The ONLY change that shall be voted on with the Initiative is the structure of the five districts and the At-large representatives. NOTHING ELSE. There’s no flaw, nor anything unconstitutional in that language. The organizing of the institution itself, the legislative officers assignment, etc is under the AUTHORITY and jurisdiction of the Institution of the Legislative body when it organizes after every election. The Amendments submitted are recommendations but not included in the petition language. The Initiative only proposes to change what is under the jurisdiction of the voters.
The Legislature has the authority to make districts as was stated by Legislative legal counsel. An Initiative gives registered Voters the same authority as the V.I. Legislature. The Legislative legal counsel also agreed that the Supervisor of Elections has the authority and jurisdiction to establish the boundaries of the districts, not petitioners. Your vote is to accept five districts with nine district senators, and six At-large senators, NOTHING more.
